NC adopted a Graduated License(GL) Program in December 1997. NC has a three level program; some states have only two levels.
All drivers under 18 years old are participants in the GL program and or considered Provisional Licensees. All drivers under 18 years old will enter the GL program at Level One and MUST remain at Level One for one complete year or 18 years of age.

Provisional Licensees are not allowed to drive after 9:00 pm without a supervising driver at Level Two. At Level Two drivers can drive from 5:00 am until 9:00 pm without a supervising driver. It is a rumor / myth that these drivers can drive after 9:00 pm without a supervising driver if they are traveling to or from extra-curricular activities i.e. sports events, club events, and other school activities that are held after-school.
Graduated License different Levels:
A driver can stay at any of the three levels until their 18th birthday. Road Test:
A driver under the Graduated Licensing Program will take the Road Test at DMV when he/she moves to Level 2. This is when the driver is required to have insurance, added as a driver or separate insurance. Learner's Permit: (18 and over)
The Permit Holder cannot drive alone; he / she must be accompanied by a supervising driver at all times. The Permit is valid for 18 months and can be renewed. |
